The Supreme Court has ruled that three individuals including the then Inspector General of Police (IGP) Deshabandu Tennakoon violated the fundamental human rights of the petitioners by initiating investigations against Ravi Seneviratne, the Secretary to the Ministry of Public Security, and Shani Abeysekara, the current Deputy Inspector General (DIG) of the Criminal Investigation Department (CID).
Those investigations had been conducted based on a complaint lodged by retired DIG Palitha Siriwardana, who had requested an inquiry into the Easter Sunday terror attacks during the period of the last presidential election.
Accordingly, the verdict states that compensation must be paid to the petitioners, Shani Abeysekara and Ravi Seneviratne: retired DIG Palitha Siriwardana (who lodged the complaint) is ordered to pay Rs. 50,000 to each, and Induka de Silva the then Chief Inspector of the CID who conducted the investigation is ordered to pay Rs. 10,000 to each, for the violation of their fundamental human rights. Supreme Court Justice Gihan Kulatunga delivered this judgment with the concurrence of Justices Preethi Padman Surasena and Achala Wengappuli.
