Venerable Agalakada Sirisumana Thero says that the solution to the current religious problems is not to build a Sangha court but to activate the “Bhikkhu Kathikava Registration Act”.
The Thero says that the precepts in the Vinaya Pitaka preached by the Buddha are sufficient for the Maha Sangha rather than a Sangha court, and that what is most essential for the Sangha at present is the activation of the “Bhikkhu Kathikava Registration Act”, which has been requested from governments for a long time.
A Kathikava is the internal constitution by which the monks of each sect are governed, and the Maha Sangha has been requesting for a long time to be given proper legal power, but the government is avoiding that important task, he says.
