The Hamas-Israel conflict is far from over. Hospitals are also attacked by rockets

“That’s the first rule of war: it must exist between combatants. When civilians are targeted, like Israel’s actions in Gaza, it is a clear violation of international humanitarian law,” Bura told Al Jazeera.

That rule applies to both Israel and Hamas, which it accuses of killing civilians in Saturday’s surprise attack on Israel, he said.

Asked about Israel’s argument that the response to the Hamas attack was an act of self-defense, Bura said: “Israel has the right to defend itself, but it must do so within the parameters of international humanitarian law.”
